ICAT´s contribution to the Progress Declaration of the International Migration Review Forum

The Inter-Agency Coordination Group against Trafficking in Persons (ICAT) welcomes the convening of the first International Migration Review Forum (IMRF) in May 2022 since the adoption of the United Nations Global Compact for Safe, Orderly and Regular Migration (GCM), to review the progress made in the implementation of the GCM. Through this submission, ICAT offers some recommendations to States on trafficking in persons in the context of international migration, to inform the intergovernmental negotiations on the Progress Declaration to be adopted at the IMRF.

UN Heads' Call for Action on Trafficking in Persons

At their third meeting, on 15 November 2021, the Heads of the thirty United Nations entities and other international and regional organizations making up the Inter-Agency Coordination Group Against Trafficking in Persons (ICAT) released a joint statement, calling States to enhance global responses to trafficking in persons, on the occasion of the United Nations Global Plan of Action to Combat Trafficking in Persons and the Political Declaration to be adopted by the UN General Assembly on 22-23 November 2021.

Issue Brief 11 - Trafficking in persons for the purpose of organ removal

Worldwide, an acute shortage of human organs for transplantation prevails. The gap between the growing demand for organ transplants and the limited supply is a contributing factor to increased abuses in the transplant process, including resorting to trafficking in persons for unlawfully obtaining organs. This issue brief provides an overview of trafficking in persons for the purpose of organ removal, its scope and impact. It further provides recommendations for States and practitioners on how to tackle this issue.

Issue Brief 10 - Preventing Trafficking in Persons: the Role of Public Procurement

Trafficking in persons is a human rights violation and a lucrative crime that is often found in the production of goods and in the delivery of services we consume, including those procured by governments and other public entities. This Issue Brief explains the role of public procurement in preventing trafficking for forced labor. It outlines the international and national policy framework; elaborates on various aspects of procurement including how to achieve sustainable procurement; informs about relevant international co-operation and partnerships; and provides recommendations for relevant stakeholders.

ICAT calls on stakeholders to include victims and survivors’ perspectives in all anti-trafficking actions

On the occasion of the World Day against Trafficking in Persons, the Inter-Agency Coordination Group against Trafficking in Persons (ICAT) collectively pays tribute to victims and survivors of all forms of trafficking in persons, and calls on relevant stakeholders to ensure their voices and perspectives are included in all anti-trafficking actions. 

Submission on the Appraisal of the United Nations Global Plan of Action to Combat Trafficking in Persons (GPA) - 2021

The regular appraisal of the Global Plan of Action to Combat Trafficking in Persons, on a four-yearly basis, is an opportunity to acknowledge achievements and reflect on existing gaps, both in implementation and scope, and consequently on the way forward in the fight against trafficking in persons. The Inter-agency Coordination Group against Trafficking in Persons (ICAT) welcomes the inclusion of a Political Declaration in this appraisal process and wishes to offer its support, suggestions and recommendations to States in the negotiation process through this joint submission.

Expertise and resources in countering trafficking in persons - Mapping of the mandates and activities of ICAT entities

Further to the 2018 ICAT Report, “ICAT expertise and experience in countering trafficking in persons, an overview of the mandate and activities of ICAT organizations”, this mapping resource presents current information concerning mandates, thematic priorities, and key activities of each ICAT entity in responding to trafficking in persons, as well as details of other relevant key anti-trafficking mechanisms operating at the regional and global levels. The objective of this resource is to present easily digestible, qualitative and quantitative information concerning stakeholders’ focus and expertise, as well as current and prospective partnerships existing across agencies and anti-trafficking mechanisms. The resource also provides a comprehensive list of resources by individual ICAT entities on trafficking in persons and related matters, including technical tools, research papers, guidelines and other policy documents, readily available for a wide range of users.

The first 2021 edition of the ICAT Highlights series provides an overview on activities, events and publications in the period from January to April 2021, as well as informing about upcoming plans. 

ICAT Publication Catalogue

This catalogue of publications contains a complete list of all ICAT resources and tools produced as of February 2022, including the issue brief series and other thematic papers, reports, strategic documents and tools, in English and other available UN languages.

20th Anniversary of the Trafficking in Persons Protocol - An analytical review

Marking the 20th anniversary of the adoption of the UN Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children, ICAT has conducted a joint analytical review to consider the progress made in responding to trafficking in persons, including current and emerging challenges – such as deriving from the COVID-19 crisis - and to examine, among others, the human rights and gender dimensions of national and international efforts. This global analysis aims, on the one hand, to serve as a blueprint for the broader anti-trafficking community to help identify key response areas where considerable impact can be generated and priorities for future action, and, on the other hand, to inform an ICAT strategic roadmap for the coming years.
